What cultural diplomacy actually does
Cultural diplomacy is the only instrument of statecraft that compounds. A treaty closes; a ceremony ends; a statement expires — but a cultural institution, a curatorial voice, a funded lineage of practice continues to speak long after the day it was commissioned.
